"We are in constant communication with our contract supplier, but with a very limited number of companies offering this product, we have had to slow down production of registration cards until we can deliver the next batch," said Shodo.

"We expect the backlog to be resolved by mid-October, but we encourage you to keep your property tax receipt on your vehicle until you receive your refund and registration," Shoda added. "Registrations will be automatically mailed once resources are replenished, so there is no need to request a duplicate."

Spartanburg County Treasurer Owen Brady said he only recently became aware of the paper shortage, and his office has already been fielding calls from residents who paid their vehicle tax a month ago but haven't received registrations or tags.

"People need to know," Brady said. "Anyone who paid their taxes at the end of August or the first of September probably still hasn't got it back."

"Law enforcement officers can see if a customer's registration is current by querying the SCDMV records database, even if the registration has not yet been printed," the DMV said in a news release.

Brady said many residents pay their vehicle taxes in person at his office in the county administration building on North Church Street and then get their registration and sticker at the same location.

But he said the county is almost out of paper used to print postcards and stickers.

He said his office orders 12,000 forms from the DMV each month and didn't receive any last week.

"I only have 4,000 right now," Brady said. Next week marks the end of the month when people pay their bills, and there will be lines in the hall.

Brady said he's heard from other treasurers and auditors around the state who have faced the same problem and fear an influx of complaints until things get back to normal.
