As the US seeks to reassure its Asian allies that it will defend them against threats from North Korea this spring, the Pentagon is deploying its top fighter jets, the F-22 Raptors.

A sign of American strength is the sobering reminder that America will have few spare F-22s. Alarmed by cost overruns, the Defense Department halted production last year after spending $67.3 billion on just 188 planes — leaving the Air Force to rely on a fleet of 30-year-old competitors.

Lockheed Martin Corp's F-22 is the deadliest fighter in the world. But it has also become a symbol of a broken procurement process that fails to deliver quality assets on time, on budget and in sufficient quantities.

The F-22 was originally intended to replace all of the Air Force's F-15s since the early 1970s. But today the F-15s still represent the majority of the air superiority fleet - planes that are supposed to attack enemy planes and gain control of the skies.

The early withdrawal led directly to a new fighter jet, the F-35 Joint Strike Fighter which Lockheed also developed. Today, the nearly $400 billion system is headed in the same direction as the F-22, behind schedule, facing major software problems and suffering from growth.

At the heart of the ongoing arms procurement crisis, retired military leaders and defense experts say, is a failure by the Pentagon and Congress to recognize at the outset the true cost and difficulty of building a machine like the F-22.

The military has issued high expectations based on low estimates of packages from contractors, critics say. Members of Congress, wanting to keep the money going to their home states, appropriated money for these important protections before the technology was even developed and tested.

When engineering problems cause costs to explode, Congress often steps in by cutting off the flow of money. Production was then reduced and the Pentagon sought lower-cost weapons. The vicious cycle begins again.

"If everyone involved were more honest and didn't lie about the risks, difficulties and costs, we wouldn't have this problem," said Thomas P. Christie, a retired civil servant who spent nearly 50 years at the Pentagon. "We jump into these decisions, and then wonder about the results."

The F-22 faced almost all of these problems. The Air Force began laying plans to build the F-22 in the early 1980s. A decade later, he estimated it would take nine years and $12.6 billion to build the plane, but it took 19 years and cost $26.3 billion, not including the plane. By the end of production, the F-22s had cost an average of $412 million each, compared to the original estimate of $149 million.

The F 22 Stealth Fighter Has More Than One Weakness Compared To Modern Russian Warplanes

"The system is completely broken and everybody knows it," said Sherman Mullin, a retired former Lockheed director of the F-22 program and a staunch critic of the aircraft. "In part, the F-22 fell victim to that."

A Lockheed spokesman defended the program, saying that the plane is "the most important air combat aircraft in the world" and that the program provides the Pentagon with an adequate fleet.

Besides the cost, the complexity of the F-22 poses serious safety problems. He had seven major accidents, two of them fatal. A flaw in the F-22's new oxygen delivery system led to a three-month stay on the ground last year. A Lockheed spokesman said the problem has since been resolved with several improvements, and the flight ban was lifted in April. But the Defense Department's inspector general recently criticized the Air Force's investigation into the fatal accident involving oxygen.

The story of the F-22 began during the Cold War in Los Angeles, when the Air Force held a final competition between the two world leaders in stealth technology, Lockheed and Northrop Grumman Corp. Two companies design the prototypes - Lockheed YF-22 in Burbank and Northrop YF-23 in Hawthorne - and build them in Falldale.

The experts who managed this project tried to solve these problems, saying that both aircraft meet the needs of the service and provide the general senior staff with everything they want.

Instead, Rice recalled, the company scored low on having to explain how its planes could be modified for the Navy, a measure that most recently when the Navy pulled out of the F-22 program entirely.

While it is impossible to tell whether Northrop's aircraft will have an advantage over the F-22, the extreme competition did not solve many problems that later became important for the F-22.
